I was at a restaurant today and the cutest guy was working and helping. He flirted a bit but never gave me his info or name. I asked for no receipt but he still gave me one. All that is on there is his employee id and first name. Any ideas on how to figure out who he is and his insta?

Assuming you are interested in him in a good way, instead, do this:
Go back to the restaurant.
Show them your receipt.
They will NOT give you his personal information, but, from the ID, they can figure out who he is.
They will ask why you want to know him. (For instance, they may want to know if you are complaining about him or the restaurant.)
They can pass on a message to him from you for you; you should put your contact info on it. (Consider using a card in a sealed envelope. OR, if he's there at the time, they might get him for you.
A good bet would be to return to the restaurant on the same day of the week and time since there is a good chance this is his regular shift.

And, no, it's not "creepy" as other posters suggest. Certainly not so in the past; maybe in today's idiot-level hyper-paranoid world, perhaps. Always be yourself, but you will have to put yourself out there to make progress. That is, you need to reveal an interest in him OUTSIDE of social media to make progress. Then, others will help. Other than that, in this day and age with privacy concerns, you will not get his information unless someone accidentally reveals it.
Don’t you think he would find it weird if a customer he was helping at work sent him a follow request a few days after on Instagram? If you want to get to know him better to go in person and chat with him a little, then maybe ask for his instagram.
Here's a crazy idea... go back to the restaurant and ask him... and he might not get a restraining order against you lol
