A lot of that has to do with where you approach us and not so much how. I am not sure why you believe that you will automatically come off as creepy. Why do you think that if you don't mind my asking?
If we look busy we probably are. You need to look for social situations where it is common and acceptable to mingle with other people and use those opportunities to approach girls.
You also have to understand that there are girls like me that are not interested in dating and no matter where or how you do it, I would not be receptive. That isn't to say that I would not be polite about it.
The trick is to not try to "seem interested" and to actually "be interested" in them. Being genuine is attractive.
If you’re genuinely just trying to be friends, just be friendly. And don’t always approach girls. Guys make good friends too.
You can't be any more boring than an anon so you are not off to a good start.
Let them give you signals, and if they smile at you and if they’re sitting at a table by themselves or standing somewhere by themselves then go over there and talk to her
Pay attention to her body language. Smile and say hi. If she smiles back get her number. If she's not interested wish her a good evening.
