Sure, a girl can help her chances of connecting with a guy if she demonstrates a sense of style, intelligence, curiosity, humor, empathy, and other traits that make someone enjoyable to be around. But at the end of the day, appearance and connection, or chemistry, is often a subjective mystery, even to the observer. The biggest part of attraction may not be something a guy is consciously aware of or able to control.
None of that means you shouldn't always be trying to develop good character traits and style, fitness, and grooming habits. It sounds cliche but we should all be striving to be the best person we can be. For our own sake. Other people WILL notice.
Maybe if she knew what to do. Like if a girl got a pixie cut I'd definitely notice her then. If a girl can find out what buttons to push, she can create a persona that will get a given man's attention. Does he like cheer leader types or shy girls or maybe he likes blue sun dresses. It's hard to find out stuff like that though. Then her body type the shape of ber face etc might not match what he likes. It might be worth a try though.

Yes and no. It's the same for men as it is for women. You cannot make the opposite gender like you. But you CAN put yourself in a position to be more visible to the person of the other gender. And from there something may happen.

Well for example most men fail with women because the woman simply does not notice him. And if he's trying to beat her over the head with "look at me"! That's most likely just going to turn her off.
Well it's not so different with women attracting men. Problem is a lot of women use cheap feminine wiles to attract a man. And most the time it works. But it doesn't keep a man. Men have egos, same as women. It's just a mattwr of knowing what drives a man and being that for him. Though i caution against changing yourself and personality just to attract a man. Because you're pretending to be what you're not. And 1. It's manipulative. But 2. You cannot keep a man forever that way. Because you're lying. When you relax and you will at some point). He'll see through your ruse.
You can do things like looking your best to attract attention, but a deeper connection happens because of personalities in my opinion.
