He's young, in his mid 20's and is really good looking:)! I've caught him looking at me a few times and then quickly turning away, no I did not steal anything lol. How can I say hello without looking weird and awkward?

I don't know too much about flirting but I think a simple "Hi" would be a good way to start off. And if you want to avoid looking weird then make sure you follow up the "Hi" with a conversation. On the whole, guys are more willing to conversate with girls they don't know than vice versa. So he would probably be willing to help carry the conversation along in case you get stuck.
