Probably not. Its against bank policy to flirt, he's on camera with you, but he is allowed to make an innocent and positive comment about, say, your likable hat. My Wife an ex-model, still gets street compliments about her hair, her shoes, her "perfect" skin and her beautiful hands. If it feels romantic to you and it makes you happy I say enjoy the d***ens out of it.

A compliment could be an attempt to start a conversation. Or maybe he wants you to remember him so he can start one the next time he sees you. Or it could just be a compliment.
