A guy in my college course does this but he never speaks to me. Yet he always tries to sit next to me (but it might just be a coincidence that he's sitting there) and once when i tried to catch his glance, he turned away before i can even look back at him. Ugh I don't know i'm confused

He's probably likes you but is just shy or socially anxious, which isn't necessarily a bad thing. If you're interested, you might need to take some initiative. I've been in that (his) situation and regretted not doing anything. He might be working up to saying something, just thinking it over and becoming more comfortable in your presence.
