What does it mean when you catch a girl staring at you very often in class?

So there's this girl that I have a crush on in my high school Italian class (she was in the same class as me last year) . We are friends and talk/snap on a daily basis and I know she is shy just by talking with her and getting to know her on a daily basis. I catch her looking at me in between a few and several times a day and she quickly looks away, not wanting to be seen by me but I find myself staring at her too at about the same amount of times but I don't think he catches me or she very rarely does. What's my next move? Should I ask her out? How do I know if she does or doesn't like me back? Please help thanks
