Oxtail went from being a cheap easily found piece of meat to over priced and hard to find. The problem is it became fashionable and so restaurants snatch them up long before they hit the shops.
You're best bet is to simply ask your butcher to order you a few

It's be an on going joke that my fav restaurant doesn't let you order oxtail over the phone and by the time I get there they keep selling out.

It's just another part of the cow, you can cook that with any tough cut of beef which has more collagen. Beef neck bones are a good substitute if the butcher or meat counter at the market doesn't have oxtails. The excess amount of bones give the stew more gelatin, which is like a thickener for the stew
