for me, three spring to mind, not in order, 1/ at a restaurant at the top of a gondola at Queens town NZ, 2/ at a restaurant at the rim of the Grand Canyon, 3/ in a restaurant in Waikiki Hawaii
I've had a few...
One lunch really sticks out. It was in "360 The Restaurant at the CN Tower" which is a rotating restaurant in the CN Tower in Toronto in 2007.

Also, in 2005, there used to be The Millenium Hotel in Saint Louis and it, too, had a rotating restaurant from which you could look down into the old Busch Stadium. The Cardinals were playing that night (and we'd see them the next day) and hearing the crowd when there was a big play was great. We also were almost the same altitude as the top of The Gateway Arch. Very cool. The hotel and restaurant no longer exist, but a new rotating restaurant is nearby, "Three Sixty", in the Hilton in Ballpark Village.

In 2000, we have a magnificent, but expensive dinner at Smith & Wollensky, an old-school steakhouse, in Manhattan.

In 2007, we also had a fantastic dinner with fireworks in Paris on Bastille Day. Dinner was on a boat in the Seine River right by the Eiffel Tower. I can't say this is the exact company, but it's pretty much the same thing:

My wife and I used to dine a lot - especially when we lived in upstate New York until 2011. However, once we moved to the Saint Louis Missouri area and are now practically running a farm, our "romantic dinners" are at home. At least the scenery has a horse grazing in the backyard.

There is a near where we live. We had many romantic dinners there. Alas it closed a few years ago.

Dinner on a ship in Sydney Harbour, Australia. A meal at the top of the Westin Peachtree Plaza in Atlanta, Georgia. The restaurant revolves.
In a hotel overlooking the Caribbean, a hotel overlooking the Mediterranean, too many spots in the US to name.
At a restaurant beside the Grand Canal in Venice overlooking the Rialto Bridge on our 25th Anniversary
I've had on a cruise ship on the way to Las Vegas last 2019.
