Most Chinese takeaways here in the uk do them as starters and they're easily available to do your own from any supermarket. Personally, I make mine out of belly pork because there's less waste.
Here there are restaurants dedicated to BBQ. They have major events and competitions for BBQ. I know people who stay up all night smoking meat as weird as that sounds so that they can keep the temperature just right and keep a wet sauce on it. Different regions have different styles such as the Carolinas, Tennessee and Texas. Then there is dry rub vs wet. Many people take it seriously, too seriously, but at least they aren’t bothering anyone.
Lots of BBQ places here too particularly in rural areas. I think a lot of them are run by American ex pats although we don't take it as serious
I’m in Canada and we have BBQ and rib places here, and especially out west in places like Alberta. It’s beef country out there.
I don’t live in Alberta, but it’s basically a copy of Texas lol.

I'm sure hominids used fire to cook and smoke meat and ribs before evolving to homos sapiens sapiens.
I think it is an American tradition. it goes back to the frontier days when a steer was was Slattery and roasted over an open flame. The ribs were just part of the package.
