As a general rule, most cultures' cuisines use the spices native to their area. Others CAN be brought in, but that's generally mostly going to be base foodstuffs (and tomatoes, because HOLY CRAP does the Old World love those things; almost enough to pronounce their name correctly!).
England comes to mind, Ireland, if anything, more so.
I would say Italy doesn't add much spicy to their food while on the other hand, India is the king of spicy food.
