Well for me, I take the word seriously and it makes me mad that society has turned "I love you" into a cliché. Most people who say it to each other don't really have a concept of what love is. I've had a guy or two tell me way too early that they were in love with me and it totally freaked me out. Killed it. Then a few where I really liked them, and I just wasn't ready to say it back. I think everyone wants to be loved, but it has to be at the right time with the right person or else it shatters the illusion.
If you're asking this, you must not know the girl very well or must not have been dating her for too long, so you're shocked/taken off guard as to what to say back. Sometimes people jump the gun. Women want to be loved, so with the slightest hint of infatuation and they drop the bomb on you, hoping you'll either feel same or being guilted into saying it back. If I were you, I'd run. But if this is a girl that you actually care about (just aren't in love with yet) I would tell her. Tell her that you're flattered and that you care about her, you're just not there yet. I think saying "I love you" is almost more important than having sex with someone. I love you says: I want you, I am committed to you, I want you in my life, it says future and it also is a responsibility. I one time dated a man for about 8 months, he said I love you about two months in right after we started our sexual relationship. I FREAKED OUT. I cared for him very much, I really liked him but loved him? All I kept thinking when he would tell me is this man wants me be "the rest of his life" and I was so not ready for that at that time. I never once told him I loved him but then when I broke up with him, I absolutely knew I was a breaking his heart and it was just too much responsibility for me to handle.

+1 ydepends on who they are, what our relationship is/how long and how strongly I feel for them. But to be told that someone is in love with you, even if you might not feel the same, is something to appreciate. After all, that person feels strongly enough about you and recognizes and cherishes something special about you, enough to say that they genuinely care about you and accept/appreciate you as you are. That is a big compliment and the receiver of that message must recognize it took a lot of courage for that person to express that to them as well. It should be somewhat appreciated either way - despite whether that feeling is reciprocated or not.

+1 yI'm unfortunately a little too cynical, I can appreciate it when someone says that to me, but being unnaturally distrusting, it takes a lot of effort for me to believe they mean it. But it's very rewarding when they've earned my trust, I stay fiercely loyal and protective of that person once I know they're being sincere with me :3
