Does she ever flirt with you when you are both sober? Is there any other sign that she wants to be more than just friends? If the answer to both of those questions is no, then it is probably best to move on. If she is hinting that she likes you THAT WAY then you should talk to her about it. I have to ask why the drunken face touch is a big deal for you? Do you want some assurance that she likes you before you talk to her about her feelings? As frustrating as it can be, you have to take some risks in life. Yeah, you might get shot down. But you don't get anywhere in life without taking a few risks. Try to trust your instincts. If you have a hunch that she likes you, do something about it!

She touches me on the wrist and arm and pushes me playfully and laughes at my jokes. However, I suspect that's just her personality so I don't know. I guess the whole drunken face thing means a lot because I have low self esteem and even something like that can really make you happy if ya get what I mean.

I get it. I've struggled with my self esteem for years. The gestures you describe certainly sound flirtatious. If you are looking for a cue that she likes you, this is a much more accurate indicator of how she feels about you than anything she does when drunk. You'll never know for sure unless you talk to her about it, though.
