Is sexy an insult?

So im confused.

About a year and a half ago I asked the question
"Is it ok to find a woman sexy" & tell her you think she is sexy, this is something a female gager said

She was so nice, & she said it was fine.

So a few months ago I asked a question on why a woman got mad because a man called her sexy..
This is what a different female gager said.

... Not so nice..
Things have changed

She said calling a woman sexy is basically whistling and objectifying her...
& she said I called her a dog when I never even spoke to the woman but that's not the point.

So im confused is the word an insult or not
Plus women call other women sexy all the time

Just no.
I feel the guys don't even know what the word sexy means.
I don't dress in a way that suggests I am trying to be seductive. So I don't see why in the world they would utter those words. The only person I would accept that word from is the person I would give my body to a. ka my husband.

I've had guys call me sexy and I have never once got offended. I see it as a compliment UNLESS he is being creepy about, for example if a random guy in a bar approaches me, invades my personal space, then stares at my chest while calling me sexy then I have a problem with it.

In normal conversation with my man, I'd rather be called beautiful than sexy. I wouldn't really like strangers calling me sexy either. But then again at the same time I wouldn't make a big deal about it.
