Western women are generally the most entitled and privileged group of humans to ever exist on planet earth... So I assume they would because they believe how they dress is perfectly ok.
@LogicBomber nah. At least where I live, I see that foreigners firstly wear their normal short clothes but quickly change to more modest dresses because they realize it's more appropriate in here.
"Appropriate" or "enforced"
Western society simply allows women to do and say pretty much anything they want, while eastern cultures (more specifically religious cultures) expect women to live up to the same social standards of dignity as men.

It's a gynocentric society so the women are given little to no rules.

Most women treat it as normal and the majority of males see it as a way of getting a free show.
You are not allowed to "bash" women for it if you do you will be attacked for "shaming".
It would be perfectly acceptable to attack a male for dressing that way though.
@LogicBomber I personally would keep my kids away from both genders dressing this way, lol. Revealing clothes are provocative, it's just best to never act on it.
Because woman want the best of both worlds. They are not realistic or logic creatures. They don't think ahead. Just think of ideals. they all want a nice guy but date bad boys? Want equal rights but expect men to pay, hold doors etc. Use their sex appeal to gain advancement then compain of sexual abuse.
