If I were you, I'd talk to him again and say, "I'm glad we met. I like you. You're outgoing and funny and cute. And I really like you." if he says, "I like you too." you need to follow up with, "How so?" keep rolling the questions until he blurts it out. Odds are he's into you. Worst case scenario, he's into your friend. Ouch, but I don't think so, he's looking at you after all. Good luck.

of course, when I'm with friends I'm usually a loud mouth and hardly shut up, but the minute a girl I have a crush on enters the room I'm quieter than a damn mouse and act clearly shy as shit.. and I fucking hate it because I feel like it just gives the impression that I'm ALWAYS like that and I fear that it deters the girl away.. :/

Yes, guys will usually act differently with a girl they really like, and a normally outgoing guy will sometimes be shyer around her than with others.
Not necesarily, though. I act about the same, and I'm classified as outgoing!
