The honest truth is that really short shorts are a bit tacky. You are just giving it away for free. Sure you are attracting a lot of attention.. some of the guys attracted are probably pretty nice. But, for every nice one is probably 10 pedofiles or dirty old men... gross! It really depends on how the girl acts and what kind of short shorts they are. However, they ARE made to catch the attention of guys, they aren't made for style. They are to show off your legs and your butt and to make you look cute. Because of this, I would say they can be considered as slutty. Anything designed to make you sexy (seductive) is going to draw attention to you, both good and bad. You may want the guys checking you out and thinking your hot stuff, but there are going to be a lot of people who look at you and think, "Wow, what a slut." EVEN IF YOU AREN'T.
People are going to judge, trust me. You may just want to look cute, but some people will judge.
Sorry if I sound kinda harsh, that isn't the point of this. I just really want you to know that while a lot of girls just wear them because they are the style, a lot of them get called sluts even when it isn't true. (My best friend had a really hard time with this when we were in high school.)
But, as long as you are fine attracting those sorts of losers it doesn't make any difference. I'm sure you look fantastic - I say, have fun and make the most of it. Just stay away from high heels with shorts - or a wig.. nothing says, 'I'm for sale' faster than short shorts with high heels and a wig.

I disagree. That's a personal opinion. She's not giving anything away. People will look anyway so it doesn't matter. She shouldn't feel obliged to conform to societal gender roles and stereotypes especially if the answer is to force her to wear more clothing so people won't ogle (why don't the people STOP ogling?).
Women are demeaned for such things simply because society offers conflicting and demeaning views on how we should act. Women wear skimpy clothing and are naked in the media and yet it's "unbecoming" for a woman to wear spaghetti straps, no bra, and skimpy shorts? The fact of the matter is that if any individual has a thought process that what she wears is "slutty" and makes assumptions about her without even knowing her, then that person is ignorant and not worthy of dating or even befriending until they find some type of enlightenment.

But I noticed it's mainly bar girls and prostitutes/hookers that have tendency to wear such short jeans shorts. I mean who would wear such short shorts that would barely cover your butt and vagina apart from prostitutes and bar girls especially in public? But I don't think it's all that common among females that have decent well paid jobs. I think for the whole group of 100 females in 2 different manufacturing companies and 1 bank I used to work in the past, there are only a selective few that wear ridiculously short shorts especially outside workplaces. When I hang out with those female co workers on weekends I check and I notice it's only certain group of females that have guts to reveal their legs and portray themselves as objects. In addition, females that are unemployed are desperate for attention and will therefore dress this way; not all women are like that however. That would be an overgeneralization.

Majority of my female co-workers claim they don't like long like wearing ridiculously short jeans shorts and would never imagine wearing them in public. Some female co workers even told me "Those disgusting short shorts need to be banned! They make them for children too which is outrageous... simply appalling."But one of my female co-worker wears it and other female co workers say's She don't fall into the "usual" ridiculously short jeans shorts category that many people have here: bar girls and prostitutes/hookers, low social status, unemployed or have a low paying job, low self esteem, ripped clothes, like the ones you expect from homeless people living in the streets.

Where I live people are pretty casual about clothes so it wouldn’t be considered inappropriate for a woman to wear them, no matter her profession. I see plenty of women in designer short shorts or pairing expensive bags, sunglasses, etc with short shorts so a lot of them do have good jobs. They’re not an indicator of class or employment.

I also am very aware of societal norms and in certain instances society may view ridiculously short shorts as being inappropriate. This is especially true in places like India and Middle East. With societal norms in mind one should try to not to be a rebel and conform a bit to the culture around them, but there are many places where ridiculously short shorts are appropriate. I have had the opportunity to travel to many places in Latin America and can honestly say one can wear really short shorts without any problem. My ex girlfriend loves to dance so at night I was forced to go to a local nightclub in Brazil and dance to reggae music. My ex girlfriend usually wore very extremely short jeans shorts, but the length didn't matter. After dancing with my ex girlfriend in nightclub her cheeks usually end up being exposed just like most of the women in the “nightclub”. Once again she never had any issue of someone groping her or calling her derogatory names. The moral of the story is that there is no such thing as inappropriate. What you will find as you travel is that cultures are very different and what is unacceptable in one culture may be accepted in another.

Having said that, it's not very common among average woman to wear such short jeans shorts especially if they have decent well paid jobs (CEO, pharmacist, accountant, nurse practitioner, Computer and Information Systems manager, lawyer, etc) unless you work in fashion industry, entertainment industry, etc. Maybe 1 out of 50 would have guts to wear such short shorts in public. It's not necessarily perceived as slutty or trashy, it's more like rebellish (which some of my female co workers hate), associated with unemployment, low paying jobs, pornography, prostitutes/hookers, bar girls, and with members of certain teenage girls, but that's it. Many of my female co workers say woman who has a high regard for herself and her body, and respect for others, will dress appropriately and not look like a street walker. The one who dresses in a respectful manner and walks with dignity is the one who will be looked upon as a better class of female and will have more friends due to her higher standards of clothing her body.

Anyways, is it common for women in Portugal to wear really short jeans shorts? I mean some females from certain part of region may not like that trend but many other girls from other parts of regions do because they want to feel sexy/impress the other girls with how stylish they are/don't find anything weird in wearing them. Plus, some girls are always desperate for attention and need to wear revealing clothes so they can feel good about themselves

On the other hand, I've noticed it's very common for South American Latina girls (especially the ones from Brazil, Colombia, Venezuela) to wear really short jeans shorts even in various public places (malls, parks, bars, nightclubs, streets, etc) outside the beach.

Yeah, wearing such short jeans shorts really aren't inappropriate at all.. :<) They are so cute and girly! )- They are definitely appropriate-As for shorts length, I'd say just don't go any shorter than 2 or 3 inches near the crotch (lol), and you are good to go.

I would not recommend girls to walk alone very late at night (past midnight) wearing such short jeans shorts. Just walking down some streets very late at night (past midnight) can increase chance of sexual harassment and u will have to deal with unwanted attention from creepy males. Also shorts are too short when they turn into really tight miniskirts (aka past the point where the legs of the shorts are cut so close to the crotch they can't be cut anymore... without turning into a skirt) as long as you're comfortable and your butt isn't hanging out, it should be fine. but if it does, wear solid leggings underneath!
