It's very possible! I had this girl who it turns out was crushing on me during my first year of college, and she was kinda creepy. I never would have guessed that she liked me in a million years because she did stuff like tell me she has a boyfriend, but then she would also do things like park where I used to hangout after class. It was a nice spot to drink my coffee and catch up on some studying while watching cars pass by on the freeway.
i think everyone can be creepy, even hot women, remember that actions like these are usually caused by emotions or obsession and im more than certain if you are a normal human, you have the ability to grow emotional attachment to the point it becomes obsession, we just need the right thing to trigger it.

Of course, if she doesn't respect boundaries. Anyone can be creepy. Being hot doesn't give you automatic consent for any and all behaviour. Guys often struggle to see this because we tend to think that a hot girl could do nothing which would turn us away, but that's being naive. Even if we don't identify a behaviour as creepy it can still be so, objectively speaking. I mean, if a hot girl was stealing your underwear from your washing line so she could sniff it then that's objectively creepy. A guy doing the same would be thought of as creepy.
Of course but female stakes are rare compared with male stalkers.
I've had a fair few and one thing I've learnt is you have to be very careful when getting her off your back. Guys can be shut down because guys know how to deal with rejection sometimes.
Girls are more twisted, some have MI6 level stalking expertise and see to sabotaging your relationship by extreme means sometimes. With the usual mindset "if I can't have you, no girl can" I've feared for the safety of my girlfriends before due to that. There are some seriously sociopathic girls out there...
It's difficult for women to be seen as creepy because to be seen as creepy you first have to be capable of posing a threat. By default, women are not generally seen as threatening, so you sort of have to work for it.
