Of course women make judgements in those first seconds, humans all do it.. you walk into an interview and they will have decided in 5 seconds of being there if you are worth their time, but that's isn't shallow, it is human instinct...
However, that's doemst mean they've decided whether to talk to you or not, not all girls are shallow (whether they have made a judgement or not) and not all women are bitchy... some just want to be nice and day hi...

From my own opinion, I dont care about whether someone is "hot" just that they are nice and we get along... then if I find them attractive (and someone finding someone attractive is completely subjective) then I'd proceed it into something more if the guy was intrested in me...
Also, girls dont have it easy unless they are pretty anyway
