Girls can be very strange about things like that. I've had EXACTLY the same thing happen... sending me a sexy (but not lewd) picture of her then when I compliment it, saying exactly something like she told you. It's strange.
Somehow it seems like girls have a different idea of the pictures they are sending then the guys who receive them. Somehow it seems like girls don't get that the guys see them as opportunities to compliment them on being attractive... and if they do, rather than saying thank you they react like that.
Only thing I can think of is that they've had so many guys compliment them, that they don't take the compliment seriously and/or just think you are trying to get into their pants (which you probably are you devil!). ;-)
reason i dont straight up compliment is for this reason, if im going to compliment, i make it seem more casual and less creepy
