What does it mean when a girl sends me photo of herself all dressed up?

This girl and I have become close recently anyway she was going to this ball with her girlfriends and she sent me photo of her. I didn't ask her to send me a photo and it was a photo of in the mirror and she asked me '' Do I look pretty?'' I replied and said she looked amazing. She then said '' Thanks so much babe (with a face blowing kiss emoji) you should come to my arts ball!!" Does she like me? The day before she opened up to me and said she was worried that she upset me. She said that cause i did something that made her think I was mad and I explained what happened. She said she didn't want things to be awkward between us. She has also shown great concern when I said I was feeling a little flat and she kept asking if i was ok.
She has been playing a little hard to get recently such as saying she has been really busy, taking ages to reply to her messages. But then asks when I'm free next etc.
