Why might a girl keep defensively tying a sweater around her waist, in front of a guy she likes?

A guy I know said he met a girl, and every time she walked in front of him, she would tie a sweater around her waist. He felt pretty uncomfortable (like she was implying he made her self-conscious and wanted to defend herself from his pervert stare), but when he commented on it, she got really nice and started talking to him.

A similar situation happened to me, in which I was disappointed when I thought I made her uncomfortable. So, I backed off and stopped talking to her. But after that, she kept staring and initiating conversation.

Why might girls do stuff like that, for attention, when most guys will assume that she's uncomfortable around him and doesn't want to talk to him?
