Do girls ever regret not telling a guy how she feels?

Hi, I am a 24 year old guy and have always heard that always show and tell her how you feel, even if you get rejected because at least I will know.
For some reason, girls believe they should never make the first move with a guy.
Do girls ever regret this when the guy moves on with someone else?

Yes, I did regret not telling my friend I was intrested in him. He asked me out while he was drunk and I had said not while he was drunk, but maybe later... but he never said anything after... or friends told me that he was just like this so I thought he was joking at the time and regretted talking to him about it at the time...
It worked out for the best, as I'd admitted while really drunk months later that I regret not saying yes at the time or at least talking about it straight after... we ended up dating as it turned out he still liked me
