Should a girl tell a guy how she feels about him?

We’re friends then became more than friends in September. Then he left in November bc he got scared but came back in December and have been the same as before he left. Fast track to now we talk all the time, when together he holds my hand. He said he doesn’t want to self sabotage a new relationship like in the past. Should I tell him how I feel or wait til he’s ready.

Why would you not? This puts you in a position of power as you can watch and see what he does with that information. Knowing his character sooner than later is always good thing.
