Bikinis are intentional. Oftentimes, if you see a girl in her underwear, it's because she had a fashion disaster or you accidentally walked in on her changing; it's all about whether or not someone wants to be seen. The setting is often a big factor in how comfortable we are; at the beach, everyone's in swimsuits so one bikini doesn't stand out very much. And I think the squeamishness I feel about people seeing me in my underwear vs a bikini might have something to do with how underwear has a really strong connotation of "PRIVATE! KEEP UNSEEN!" for girls especially, while swimsuits are put on with the intention to (usually) wear around other people.

Well I think it’s kind of complicated because there are different styles of bathing suits for example some women wear thong swimwear while others wear full one pieces and a cover up so it depends on the women and her level of comfort with her body. So I think (generally) a woman that is willing to wear a thong on the beach for example or a crop top with no bra is probably not the type to shy away in her underwear. And if she is it’s because society has taught her that it’s okay if it’s fashion but lingerie should only be for a special person.

Its about the purpose of the garment not the amount of material. Lingerie is viewed as for sexual purpose whereas bikinis are for recreation.
If it is the same girl with this behavior, I have absolutely no idea.
But I'm more comfortable being seen in my bra & panty because I'm normally with my man and he's seen all my bits & I wear a one piece suit, the ones that look like short dresses, because I feel self conscious about my stomach, as I am on the bigger side.Besides what others said, bathing suit material is generally thicker and lined so you aren't quite as out there.
I don’t think this is true. Personally, I don’t let anyone see me in either. It’s my body, and fuck anyone who tries to sexualise or judge me for it.
