I would say it's the same for guys. If I walked onto the beach and saw a guy in his board shorts, he's cool too because he meant to be on the beach there wearing that shirt off, but if I accidentally walked into a room where he's changing and he's only got his underwear on, he might be embarrassed just like a girl, because underwear is not meant to be seen. It's context, and it's important to remember that not all girls, no matter how fit, walk around on the beach in bikinis. Each person is different, man or woman, in how comfortable they are with showing skin or their bodies or their underwear off to the world.

I don't really care, but its more about the social situation. I'd happily walk around naked without a problem if it was socially acceptable.
Personally I don't give two shits if someone sees me in my underwear its just if they make it a big deal that I get weirded out
Because when a girl goes to the beach, she is mentally prepared to show off her body, and the bikini that she probably went shopping for 3 weeks in advance with her group of girls. Whereas she might just be wearing some cozy Mickey Mouse underwear when getting caught on accident, and is not ready for the situation.
