There was a time when I found it attractive if a man was generally rebellious, but today I find it only attractive if the rules/laws he breaks are really nonsensical.

Yes on nonsensical. That definitely is the key word.
I really like independent thinkers. Jumping on bandwagons, being a sheeple, is really unattractive to me. It takes energy and effort to think for oneself. But the conclusions can't come out of nowhere. They result from research, listening, reading, and lots of thinking.
The world never gets less laws; always more. America maybe relatively free, but it is the most litigious society on the planet.
I really dislike people who put themselves before others all the time. So if breaking a rule or law is about getting an edge, I'm against it.
But if it's a governmental rule, often created because a handful of people pushed the boundaries too much and got into trouble, and the rest of the population pays for their stupidity or getting hurt... then yeah, I can get annoyed by those. I think some are related to the 'dumbening' of society.
Being all-compliant, all the time, is not sexy or fun. Doesn't matter which gender they are. I lean towards colouring inside the lines (I'm not that imaginative), and for the sake of social harmony, but also thinking outside the box, and I really like people who are similar in this way. And in men, I like the lone wolf, not the sheep.

Depends om what laws and rules we’re talking about and under what circumstance. A man who always follow every single law and rule would just be annoying and yeah unattractive and have ”Karen” written all over. For example a man he would refuse to haywalk even though there is no car in sight anywhere, because it’s against the law. You know, little things like that.

This is one of those questions where women are not self aware. Women will SAY they want a man who follows the rules however they want a man who will break the rules to get ahead if they benefit from it. For example if you go to college and they make a rule that there is no men in the female dorm and you found a man brave enough to break the rule to sneak and come see you when he's not supposed to they would generally find that a positive.

So they won't necessarily be thrilled a man has a criminal record but they will be thrilled if you get in a physical altercation to protect them even if you end up arrested over it they will support you. Its the next girl you date who is going to be upset you were arrested over it. Lol.

Also women like men who break not really rules but politeness etiquette to get ahead. Ie you might do things considered rude but it got you the promotion. Or your boss is unfair so you left and brought all the clients with you to a competitor company for a big raise. Men who are willing to make moves like that even though it is pissing people off women generally find attractive as opposed to the men who just do what they are told and maintain stagnant careers.

Obviously this doesn't apply to all woman, but in a certain sense it applies to the whole population as much as it possibly applies to woman. It's just that divergence, and "confident" behaviour is regarded as better because we live in a world of imperfect information and when someone tells you something with confidence, or the behaviour reflects an understanding of the world unless you can refute it, you'd think that's a good way maybe. .. people like the sense of certainity and something immediately actionable possibly. This applies more to breaking cultural norms if you relate it to the question

Most women are drawn to leadership and confidence, because those qualities translate into a good protector and decisiveness.

Problem is, when young and dumb, we mistake bullies/rebels for confident people when they're the most insecure of them all. Sad fact is there are some women that go years without realizing this with different men, yet personality wise they are still dating the same guy over and over again.

It really has nothing to do with men personally, it's just a whole generation of women is sorely misguided.

It depends really. If someone is just breaking the rules purely to be rebellious then yes, that is very unattractive. This seems to be someone that is dissatisfied with life and needs either attention or a thrill to feel a sense of satisfaction. If someone breaks a rule for the greater good, then yes. This indicates courage and principles. How could that not be attractive?

It's not the act of crime they find attractive. Women want an assertive & stoic man who knows how to bring excitement and "adventure" in her life. One who shows dominance. It so happens that men who break the law or rules happen to bring those qualities. This is why they fall for these types only to regret it later on (toxic relatoinships, becoming pregnant and ending up as single mothers, etc.).
