My best guess is she was not interested in a relationship. When you told her you had a crush, she could have been shocked or otherwise and did not know what to say.

However, being a kind person she is, she doesn’t want to ignore you or make things awkward and therefore gave a friendly smile and wave. Keyword “friendly”. No need to drag things out and make things more than they need to be.

Take it as a sign that she moved past your attempt to start a relationship and now wants to be friends. It could be much worse, don’t you think?
