Why is she doing this?

This girl and I have been talking and seven been trying to plan something and recently she isn’t responding as much but still is talking and asking questions, today I saw her and she kept looking at me then away, when I asked her when she’s available she said she’ll let me know which isn’t the best answer but she did mention something about my mom teaching her something but yet she has not met my mother yet. Before I left she said I’ll see you later. So there is a bunch of signals that are good and bad but what should I do, what are these signs
