Is it true that girls who don't talk to you at the start are interested in you?

I met some girls who (right at the beginning of meeting each other for the first time) won't speak to me at all.

They are not using their phones but will avoid looking at me directly when i am near them and stare blankly in other direction.

They would also talk to my friends except me.

I notice it is easier for them to talk to me while a 3rd party is talking to me instead. Puts away the tension on them, i guess?

However, eventually over time, it gets easier for us to converse.
