Why do girls linger around for you to notice them but they never start a conversation or approach you? Is it just shyness?

Is it just shyness or do they just expect guys to approach them first all the time? I have this girl I like and she always walks past or lingers around and I always seem to have to approach her it’s not like she comes up to me and talks

Well it's known in her mind that the guy is the one who is supposed to approach the girl.. She's doing what she's doing to get your attention (hopefully not get everyone's attention beware of these girls) but yea that's it so do what you have to do and approach her
