Social media websites are not dating websites. If you use them as dating sites that doesn't mean girls mean it the same way. So if they put their profile public after being private, it could be many reasons, many of which have nothing to do with dating: they want more followers for a matter of numbers, or likes to their pics etc; - they did put it private in the past for some reason but forgot it was still put on private; - they are looking for a job and want the HRs to check freely their social media too, to see they're good and normal people; - they hope their stories will be seen by someone who blocked them recently; - they decided to be more outward and open to new contacts (that doesn't mean necessarily dates).
Of course, it could also mean they're single and they're open to knowing more guys in order to date them but if they were actively looking for a partner, they would also go on dating apps. You could try to find them on dating apps, too.

I don't know how switching my profile to public even relatively relays that I’m looking for dates or whatever, but that is far from the case. You’re putting to much thought behind such a simple notion, more than I would put behind switching my profile status. In the times I have swapped to private, it’s either been for work or because I know a certain person is keeping tabs on me, and I want them to stop lurking.
