I married my wife 3 years ago and she is being vague about the matter of having kids. Sometimes I feel that she does want to have kids and other times I feel she doesn't. it is completely fine by me if she doesn't want kids yet.. but I need her to include me on what's going on in her mind and I will support her either way. My question is how can I make her open up to me?

You just need to have a serious conversation about it, and reassure her that you won't be upset either way.

If that doesn't work then I'd say she doesn't want kids, but you two need to have that talk.
