Would you ignore text messages of someone you like/want to go out with?

Just trying to see if she is ignoring me because she is not interested or wants me to ask her out on a proper date

We're friends so I've asked her to do friends things to get to know her more, hangout and to have dinner but she either cancels or doesn't respond. She does it at times when I ask how she's doing, as she's been sick lately.

She talks to me a lot when we're in person, and we went out a few weeks ago and had a splendid one-on-one time together, a lot of touching and flirting but nothing happened that night. We just made plans that haven't followed through. She recently broke up with someone so I don't want to overwhelm her, but don't want to miss my shot either
