Why can't most girls look me in the eye is that normal for girls? or am I just ugly?

I know a lot of girls hate eye contact with people other than their friends, they probably have self-confidence issues or anxiety. I would rather maintain eye contact with anyone I speak with than no eye contact at all because I think it is rude not to look at someone when you talk to someone. However, I would not look someone in the eyes if I didn't conversate with them because I am shy and eye contact for longer than 3 seconds in western countries is considered staring which is rude.

Well, it depends, if you are not ugly, some girls don't like looking guys in the eyes because they are insecure, they are intimated, or just simply don't like eye contact. But I don't think girls refuse to look a guy in the eye if they are ugly, maybe they are just interested in something else so they are looking somewhere else
