Is it a good thing or bad thing if you ask a female at work if I could talk to her and she gets nervous and smiles 5 seconds later?

If she's some sort of boss or supervisor, and she's getting nervous from you asking that, and you're a lower level employee I'm assuming? Then she doesn't need to hold that position at all. She either has no confidence in her role, or she has a history of sleeping with male co-workers or subordinates, and thinks you might be trying to be the next one.

She has authority but she’s technically not a boss. She’s HR.

Ahhh. Then that would explain it. She's HR so she knows even she could get in a lot of trouble for that. Although even if she wasn't HR, still be careful. A lot of women today will complain about something you said even if it's not inappropriate, but they choose to take it the wrong way just because they want to complain. And some are just looking to get a guy fired.

She provoked it, I’m 31 dude I know when a woman is attracted to me. She was being a little too friendly. Blushing too many times and smiling with her eyes and mouth. Checking for me and everything

She tends to laugh at things that aren’t funny lol. I mean it wasn’t attended to be a joke. If she’s just being friendly then I suppose she’s the most friendly HR girl I’ve ever had

I mean, hey, if that's what you're taking from it and you are fully convinced that she's doing that, then enter at your own risk. If she really is doing that, she is super unprofessional as an HR person, and they're already slimy and manipulative as it is.

But later on down the road, be prepared if she decides you're acting inappropriate and fires you because she's ready to be done with you. Keep LOTS of notes of dates and times where you two flirted, kissed, or actually had sex if you think you could ever fight it in a lawsuit. It's your call, man.
