Why doesn't she talk to me?

so i met this girl at a place for a while now. we see each other in this place almost everyday. the first time we met i approach her and introduced myself. she was friendly and seems interested. but afterwards, i always catch her looking at me and when i make eye contact she just quickly looks away or pretend she wasn't looking. my question is, why would she not come up to me and say hello or start a convo. since i already made the first move and she knows who i am already.

She wants you to make effort to prove you are serious and not just casually picking up ladies. However, this isn’t exactly the way to start a healthy relationship. So move on unless you really like her.
