Why do Italian girls have a reputation for undressing at every opportunity? Even former air hostesses protested publicly by removing their dress?

Does conduct of this nature empower women or make them a commodity? What do other Italian women think about this conduct?

I have no idea what you are talking about, I am Italian, living in Italy, and I never heard about this story... I mean, I rarely saw undressed girls protesting through TV/Internet news but that was in many places of the world, not just here. I remember one case only, here, during elections, to protest against a candidate who makes a lot of "use" of prostitutes of debatable ages.
When there are protests for workers, here, people are dressed, and protest about working conditions, laws, etc, in squares or near institutions depending on what they are protesting about.
I think women getting undressed across the globe grabs anyone's attention so their protest gets heard, journalists take photos, people talk about it, their message gets conveyed for a day, more than any other "advertisement".
But I hardly see it as an "Italian" thing, never heard of that or noticed any pattern...
At most I can think (but I don't know) that western Europeans protest more than US citizens because the State can intervene more on working conditions than in the US, institutions have a more powerful role, workers are way better protected (people can't just "get fired" for example), so the voices are more "heard" somehow and it makes sense to protest, it's not totally thrown in the void. But again, that's "Europeans", not just Italians, as far as I know... And if it was I wouldn't be able to give it a specific reason. So it's either your bias, or there is a very specific and unpredictable origin behind, like some protester in particular that given this example in the past and that became a symbol for a reason (but I don't know really).

"Every opportunity" I found exactly two cases of this VS five cases in Germany, for example.
I've never seen women stripping "at every opportunity".
