To the core question of building muscle, losing fat and alike: Absolutely not. Anyone with any experience is the subject will tell you it is not even remotely close but Much harder for women to gain muscle and lose fat.
To the question you're actually asking about how difficult it is to meet our gender body ideals of weight and muscle: Yes, that would be easier for women (some caveats about butts and what not of course). Not because they have it easier to get results but because the type of lean that is the typically ideal woman's body is a year or two of moderate exercise and healthy habits while the men's ideal is generally six to eight years of most days a week at a gym with targeted exercises.
One standard is healthy, maybe a bit on the thin side, the other is reshaping and sculpting your body. But in reality? If men and women work out twice a week we all tend to have attractive bodies. Competing with the genetic anomaly of a 12 pack isn't exactly realistic or expected.
