I met this woman on a dating app, and we’ve talked on video once or twice, but it’s just very difficult. She speaks very little English. But she’s only like 36 and she’s lived here since 2014. I’m just puzzled. I mean she should speak a decent amount by now.

I would say from a personal perspective it's kind of strange that you would choose to live in a foreign country without knowing much of their language. After 10 years, it seems kind of just lazy if you don't know much of the language. So I do find it strange.
However, from a more logical standpoint, there are plenty of areas in the US where there's a high majority of Spanish people so I'm sure if she lives in that kind of environment, it's not really necessary to learn English. Also, she might just be shy about her accent or pronunciation which is why she doesn't speak it often. She could know how to write and understand it fluently, she's just insecure about speaking it herself.
No I’ve talked to her it’s extremely difficult to communicate without writing with a translator
My grandma lived in Canada around 27 years and could only say hi and bye and thank you and please.
Is she Mexican because there’s a lot of areas in USA where they only speak Mexican
