Depends on what you say. If you say “Ohh you are SO hot” that is extremely inappropriate, single or in a relationship. But if you say “I like your necklace/outfit/hair/perfume” it’s fine, unless you start saying it a LOT. And if you do choose to compliment her once, give a quick smile, say your line, and then drop the topic, do NOT go on and on about it.
Depends on the girls conditioning. Some people find a way to turn everything negative. Some girls even won't say nice things to a guy because they convince themselves of negative ideas.
