Because he's 1) a bully and 2) a coward, or too immature to take accountability or apologise to someone he bullied.
Bullies in general are insecure. Usually, men bully women because they are either hurt or offended by something they feel the girl did, or they are doing it to impress others and increase their social standing, or they are doing it to gain a sense of power.
I never did anything to him. We barely know each and I don’t talk to him.
Sounds like he’s in his feminine, giving a bunch of mean girl energy.

About as many reasons as anyone would bully someone really. I recently "bullied" a girl by making fun if her dead mother, because she was leading me on while having a boyfriend.
