Easy. They are threatened by the modern world and the tendency for hoards of strangers from foreign places to decend upon some place that is stable and suddenly those people expect to be treated specially for having gone there, or expect to be treated the same as people who lived their for generations whos ancestors had worked to make the place as it is; Like all that should be theirs just because they are there). They come to see people who are very different as interlopers and can often feel like those people are changing the demographic of an area in which they are presently very happy with the types of people present; They may also find a certain look appealing and other certain looks ugly, and be subconsiously trying to discourage and see off the types they don't find attractive in some subconsious hope of increased numbers of the type they do.

Lastly they might just be jerks or racist morons. Which means they got brought up to hate anything that wasn't like their parents, and to pass that on with predjudice to their offspring.
