Ultimately there can be so many reasons you would need to just try again and see.
The next time though, speak to her, say "Hi" after you smile. If she doesn't say "Hi' back then she was likely embarassed because she picked up you liked her but wasn't going to return that. If she says Hi back but then drops her head again, you can follow the "Hi" with, "oh sorry was I disturbing you?". If she says nothing or keeps her head down just say "oh sorry, have a good day" and leave. If though she says "oh no? why do you ask?" then its an opener to talk and discover more.

Who was the one initiating the 'just friends'? In my experience a girl saying 'lets just be friends' can often be her feeling insecure rather than necessarily a sinceare desire to be just friends.
The best response to 'lets just be friends' is, "I will always respect your needs, but I would be a liar if I pretended you wheren't someone I wanted to be my girlfriend; Why are you asking to be just a friend?" (if your already sexually intimate you can subsitute, 'be my girlfriend' with something more intimate but reflecting of your emotional position if you felt so inclined).
The thing is she keeps on trying to be more than friends. What stopped us talking last time is she asked me if I had a girlfriend and told me that she didn’t have a boyfriend, but then told me that she moved on and that she didn’t want the same thing to happen again.
Yeah, seems like you have your own answers here. Just work out what your wanting, and do her a favour, if your liking her, show her and be her boyfriend and if not stop looking at her.
Okay, girl, here's the thing. Maybe it means nothing, or maybe there's a spark there! It could be she's just being friendly, or maybe she misses talking to you too. The best way to find out is to smile and see if she smiles back. If she does, strike up a conversation and see where things go. You never know unless you try, right?
