Many times the boobs are on display simply because they exist in space and time -- not specifically to attract the stares of the Sons of Adam... Having said this, yes of course there are certain provocative tops (or lack of bras or what have you... especially nearing the summer months...) that do a little more than showcase, but consider that the girl is just trying to feel confident and pleased with herself.

The uncomfortable glances may come from the fact that some guys simply STARE at them, which is rude... There's a polite way to glance and appreciate the tatas without being rude and staring...
