Would a girl try to talk to a guy she likes even if she is shy?

There is a girl that I always catch looking at me from a distance but every time she walks near me she avoids eye contact or quickly looks away. On the few occasions where our eyes happened to meet as we walked past each other she smiled at me and I smiled back. The fact that she avoids looking at me makes me not want to bother her but I'm not sure if she is just shy.

This is a tough one. You can look at it two totally different ways. One is that you are correct and she is very shy. The other is that she is hoping for you to make a move first and that is her way of getting your attention. Once she realizes that you aren't going to make a move she just avoids any further eye contact and whatnot. The hard part is figuring which is the case. If you like her then you are going to be the one that has to break the ice just from what context you have in your post. If she is shy... she isn't going to be the first to make a move. If she is trying to get your attention then you are all good if you talk to her. What is the worst thing that can happen? She isn't interested. So you move on.

She might just be shy. If you like her try talking to her a bit. If she likes you back, if you can show that you want to talk to her then this might be what she needs to feel more comfortable around you.
