Why would a guy be too shy to talk to an innocent easy-going girl?

Why would a guy be shy around a girl that's not even intimidating? A girl that doesn't discriminate & is always kind to people. I mean can't a guy that's so interested in a certain girl look at her and can tell that she may not be so hard to talk to or to impress.

I'm shy and wouldn't make the first move in pretty much anyone. If a girl is nice to me, she's probably nice to everyone. If she's nice to everyone, she probably already has a boyfriend. If she doesn't have a boyfriend, it means I'm competing with every other single guy that she's nice to. I don't like competing unless I know I can win. I'll just end up making an ass out of myself. I hope that makes sense
