Why is this a thing?

I have two small children and for the second time I have experienced something that completely baffles me. I was in a store for the first time and getting food the second time. Both times I was just minding my business and a random lady (not the same lady at both places) comes up to me and says how cute my kids are and then tries to touch them. I know it's probably coming from an innocent place and they just genuinely think my kid is cute/git kids of their own. But imagine if a man did the same exact thing. I feel that people would intervene /it would be seen as creepy. Why is it not considered creepy just because it's a lady? The kids are too little to give consent and both times they never ask me if they can. I just feel it's very weird and almost an entitled attitude to think that you can just do that. I just needed to vent and see if people share my opinion/ have thoughts on the situation.

I'm not fake. No it is weird to touch a kid that's nor related to you in any way. And I don't know the people. This is my first time meeting them. How would you feel if a random person came up and said you're cute and tried to touch you? That'd be sexual harassment. Why is it ok because it's a kid?

Oh God that's weird. Though it comes from he same place as society sent single father's as either incompetent or predators.. It's acceptable when women do it, but somehow wrong when men do it.

It's definitely not. Especially without consent. This is as creepy as strangers wanting to feel the baby bump when a woman is pregnant
