Why do I get weird feelings from my coworkers? like I look up and they are straight in front of me and glancing in my eyes?

So when I first started working she would come up to me in very inappropriate attire for work and got scolded for that. After that she would say hi every once in a bit and so I would say hi and the next time I see her she just appears randomly. I get seeing her and oh cool and move my head (that happens too), but then I will look up and she seems exactly smack dab when I am looking up and then she looks up. I am checking for customers walking by and it is her but her face is blank with puppy dog eyes. Then a bit later I look at the exit (again I think pretty normal not trying to put anyone on context) and she is swiveling back towards the opposite way. I did ask for her Snapchat once but she seemed a bit weirded out so I dropped any ideas but this is just weird beyond oh doe she like me or not. This happens a little bit with two other people but not to this intensity.
