Sounds like California, specifically Southern California.
I second the SoCal. She has practiced her speaking voice and inflection, too, and draws her voice from the back of her throat. Better book a plane ticket to Cali! :D
Kind of an updated Valley Girl accent is what it sounds like to me. Seems to me that Southern California accent has evolved since the 80s campy movies that made it popular. It followed the surf culture craze and both have had staying power for that area of the country. I think it's interesting to follow how culture evolves.

Vocal fry, intonation. Basically she sounds super "Cali", and I despise that accent.
Believe me, it is only a small area in Southern California. I am 8th generation Californian and I consider it very pretentious. It is a recently cultivated "accent" for a certain California subculture and mostly done by young women there.
@RyanEC I recognize it because I am from that area. It is not a real accent. it is an affectation taken on by a certain small subculture, particularly female wannabes, in the Greater Los Angeles area.
